The NRBHSS’ Department of Planning and Programming is responsible for promoting the wellness of elders and preventing their mistreatment as well as that of adults living in vulnerable situations. This includes people whose ability to protect themselves or seek help may be limited by their circumstances, including certain disabilities or functional limitations.
The Planning and Programming department works with communities, local organizations and partners across Nunavik to promote environments where everyone feels respected, included and supported in making choices about their own lives.
This work is also part of the implementation of Quebec’s Act to combat maltreatment of seniors and other persons of full age in vulnerable situations, which, among other things, establishes the legal framework for preventing, reporting, investigating and responding to mistreatment.

IQI Approach
Our service believes that everyone deserves to be treated with dignity and respect. Preventing maltreatment means listening to people, respecting their choices and rights, supporting their autonomy and ensuring they can access the help they need.
Our approach is rooted in IQI — Ilusirsusiarniq, Qanuinngisiarniq and Inuuqatigiitsianiq — and guided by the principles of dignity, respect, autonomy, safety and inclusion.
